Drone Rules were released officially in India in the year 2021 by GoI.

The Russia Ukraine conflict started in the year 2022 which showcased the extensive used of drones in the battle field.

Keeping these two things in mind, it's only fair to put a stringent framework governing the usage of drones in the country.

Irrespective of what happens in other countries, none of them are catering to a population of ~1.7 Bn, hence, can't expect the same formula to work in every country.
